I have built a new version of tzdata with the following patch, and
confirmed that I can now see Asia/Beijing as a choice from the gnome
Date and Time chooser. In my opinion this fix is better than the patch
in bug #228554 because rather than defining an new (partially incorrect)
Beijing timezone, it just aliases it to the Shanghai timezone, in a
similar way that America/New_York is aliased to EST5EDT.

This request is similar to bug #892370, except that this is a request to
change it in tzdata and not in Ubiquity.
