Ah, I didn't realize the coordinates data came from the zone.tab file.
Still, patching tzdata for a coordinate change is a much smaller delta
from upstream than changing the timezone name, and might be something
we'd be able to carry. But changing just the zone translation as you
suggest to be city neutral also seems a reasonable compromise.
