Although I have installed all available updates through Update-Manager,
the problem still remains.
The attached screen-shots show 3 problems arising from this bug:
1- Dash appears behind open windows
2- Windows-switcher (Alt+Tab) appears behind open windows
3- Launcher-icon tool-tips appear behind open-windows
