Public bug reported:

On a newly installed ubuntu alternate 7.04 system I started synaptic
(intending to install openssh-sshd) and users-admin (intending to create
two additional users) at the same time.

The installation of openssh-sshd seems to have created a privilege
separation user but when I tried to use sshd later I found that the new
user was not there.

My interpretation is that users-admin makes a copy of users and groups
when it starts up and works on that copy. The copy which is saved is
derived from the state of /etc/passwd (and other files) when users-admin
started up. But if the openssh installer created a new account in the
mean time then bad luck. It is going to be overwritten when the new
users are created by users-admin.

I had a look through the database for duplicate bugs. Couldn't find
anything similar. I suggest that users-admin re-read passwd etc before
changing them.
