Actually I started with the new debian package then merged in all the Ubuntu changes. The resulting package is the union of the debian and ubuntu changes; nothing was left out.
I think that adding the udev rules to the udeb is perfectly acceptable because activating the sets is exactly what should happen, and, I believe, what did happen before this regression.
