You have been subscribed to a public bug:
The Get New Wallpapers (and other Get New stuff) dialog shows ratings for the
wallpapers (and other stuff). But it does not have a button where you can rate
the wallpapers.
This is a bit confusing.
Steps to reproduce:
1: Right click on desktop
2: Configure Desktop
3: Get New Wallpapers
4: Notice that it is impossible to rate the wallpapers from here.
