No, something different is happening with .tar.xz. Here's a .tar.bz2
example which works just fine:

$ bzr bd
Building using working tree
Building package in normal mode
Looking for a way to retrieve the upstream tarball
Using pristine-tar to reconstruct pidgin_2.7.11.orig.tar.bz2.
Building the package in /home/jeremy/devel/pidgin/build-area/pidgin-2.7.11, 
using sbuild -A -d precise-amd64

My .bzr/bazaar.conf and .bazaar/builddeb.conf are quite short and don't
say anything about downloading to ../tarballs

I don't know; maybe pristine-tar is doing something different?
