No, something different is happening with .tar.xz. Here's a .tar.bz2 example which works just fine:
$ bzr bd Building using working tree Building package in normal mode Looking for a way to retrieve the upstream tarball Using pristine-tar to reconstruct pidgin_2.7.11.orig.tar.bz2.
