I have a Samsung RV511 running ocelot, with a USB BCM2046 bluetooth dongle.
I can confirm that upon hotplugging the dongle, lsusb shows that device is registered, however as other have pointed out, hcitool scan returns: "Device is not available: No such device". I also experienced the issue of the gnome applet pretty much not doing anything useful. In my case, the problem was solved by installing the bluez-compat package. No further issues with the device.
