I'm also affected by this annoying bug, but my experience differs from the above commenters. Config forgetting almost always happens to both of our running X sessions (two users logged in at once through gdm after waking from the Suspend to RAM (triggered by the laptop lid close).
Sometimes it's ok, sometimes it forgets the layout switching key, sometimes the secondary layout disappears from the layouts list completely. I can't confirm whether it happens after reboot too as we reboot very seldom. I also don't think the plugin crashes as the flag is always displayed on the panel.
