I think this isn't a bug, but the fact that the images were linked, not embedded in the document. When you drag a screenshot from the window into the document, it is just an image link pointing into a temporary folder, not the actual image instead. But PDF embeds the images in the file, so by the time you converted the file, the temporary images were gone.
