In case this helps others, my "rfkill list" output:
root@neils-laptop:~# rfkill list
0: hci0: Bluetooth
Soft blocked: yes
Hard blocked: no
1: phy0: Wireless LAN
Soft blocked: no
Hard blocked: no
I got my modem working by going in to the BIOS and setting up the
hardware kill switch to only control the WLAN & BT, i.e. not to control
the WWAN.
