I think this problem is due to a user interface design decision. As I observed 
the user needs to click the icon of the application with many windows open. 
Then the top most window of that application gets focus. Then to get an 
overview of all the windows the user needs to click the application icon again.
I heard my father complaining about this too today, because as a user he has to 
do many actions to get the right window. So I think this is really a usability 
issue. So I think the importance of this bug should not be low, since usability 
is a very important aspect of Ubuntu.
