Public bug reported:
The programs located at the panal, e.g. the application menu, klipper,
network-manager, etc. don't open their window beside the corresponding
panel icon but detached from the panal on the top of the screen (see the
attached screenshot).
This bug occures randomly and than stays until reboot or log out.
