Public bug reported:
Maven doesn't see local repo in user's home directory (that should be by
default). After some search I have found this line in m2.conf: "set
maven.home default ${user.home}/m2". After changing it to "set
maven.home default ${user.home}/.m2" maven works as expected without
constant downloading everything from remote repos.
