The effort is duplicated because the actual mythtv-setup.real process
won't be able to start/stop the backend without superuser rights.

I have changed up the packaging a bit to actually test for the job
running however per your recommendations.  If it's not running it won't
offer to stop it, and if it wasn't running, it will check with the user
first if they actually want to start it after.
