Public bug reported:

Whether in shortcut or in tree view a right click on a folder doesn't
show the nautilus-actions context menu.

This is particulary bothersome in the tree view since it provide a
visual very close to the right panel view but have a different context
menu because of this lack. One should be able to call the same actions
whether the folder is clicked on the left or the right panel.

Please I plead you to consider this bug/evolution, it is driving me nuts
to constantly having to click on the parent folder of the folder I want
on the left panel then go to the right panel, find my folder to finally
right click ...
