You appear to be installing updates from oneiric-updates in an
environment where initctl is not able to talk to upstart - possibly
because you're running as a chroot.  Presumably you hand-modified
/sbin/initctl in your chroot to replace it with /bin/true, but you did
not use dpkg-divert to ensure that the file would not be overwritten
again on upgrade of the upstart package.  Since there was an SRU of
upstart to oneiric, this would certainly have restored /sbin/initctl,
causing the problem shown here.

Thus this would not be a bug in upstart, but a misconfigured chroot.
Please take care to use dpkg-divert when diverting /sbin/initctl.
