Lubuntu. - not working

Desktop works great for the CD installer (I assume it was using the Radeon 
driver).
After reboot the Xorg log was complaining the the fglrx driver was missing

after a manual 
apt-get install fglrx
Reboot - no screen - flashing black on/off

I have to reboot with the kernel options "nomodeset xforcevesa" then
switch to a terminal with CTRL+ALT+F1

At the bottom of the xorg log is this.

fglrx(0): Restoring Recent Mode via PCS is not supported in RANDR 1.2
capable environments

I then generate a new xorg.conf with

aticonfig --initial

new error in the xorg log is
(WW) fglrx: No matching Device Section for instance (BUSID PCI:0@0:1) found

if I try to swap back to the driver radeon and remove the BUSID from the xorg 
file
I get this error in xorg

(II) [KMS] drm report modesetting isn't supported
(EE) RADEON(0): Chipset: "TURKS" (ChipId = 0x6740) requires KMS
