   I fell across a similar situation a while ago - but apparently this is the 
way that the specification is written; see:

So as for the sort order, I think the order is dictated by the locale; and I 
suspect the problem is that in your case the '.' 
isn't being treated as ordered with respect to anything else.  Now as for how 
long it takes, I think there are two issues;
I can see it's much harder to do a sort when you have to take into account all 
these locale issues, and given your data perhaps it needs a lot more 
rearrangement to meet those rules.
