This is not just a KDE problem. I have experienced this issue with Kubuntu 7.04 for Desktops and Ubuntu 7.04 for Servers. If you change the address from the one assigned by DHCP to a static address, you can't get to any websites which also means you get perform apt-get updates and upgrades. If you change it back to DHCP everything starts working again. This suggests that it is an ubuntu-core problem.
