Public bug reported:

 I cannot login into the new account after changing the admin user (with
no password)

Steps to reproduce:
1. create a new user account with no password.
2. give for this new user administrative privileges.
3. remove the administrative privileges from the old user.
4. restart

after that I cannot login into the new user account.
it says "wrong password"
