Public bug reported:

The probelm is that when firefox is already open by normal user and
apport deamon detect a problem that for reporting need root priviledges,
apport try to call a other instace of firefox which collide with the
already opened firefox.

-> In consequence bugreporting failed, because the new instance of
firefox could not come up.


Expect: Bug reporting should also work in this situation.

Additional: It may be enough when apport also use the already opened
firefox in user priviledge.


This is a serious thing, because not every user will go to /var/crash and redo 
the report, so you will not get the valuable reports about the system 
internals. -> Bad thing for sytem stability.
