right now, the orchestra package provides orchestra_disable_pxe which has:
wget "http://$http_server:$http_port/cblr/svc/op/nopxe/system/$system_name" -O
/dev/null \
but as far as I can tell, nothing in cobbler by itself would prevent an install
loop.
