@Chris Olin - Which problem are you experiencing, exactly? This bug has morphed from being about a flickering display (fixed originally by adding radeon.new_pll=0 to the GRUB boot options, and fixed in recent kernels without needing to add this option) to being about wavy displays/a wavy external display.
Also what graphics hardware do you have? Given the convoluted nature of this bug report and your newer Ubuntu version, it is probably best if you file a new bug report. Someone can always mark it as a duplicate of this one if really necessary, but I doubt that will happen.
