I have the same bug.  I have a Logitech Anywhere MX mouse which uses
Logitech's universal nano receiver. The receiver is permanently paired
with the device even if you unplug it and uses a proprietary wireless
protocol to talk to the mouse (no bluetooth). It works as a normal usb
mouse on any system, usually.

Sometimes it is simply not recognised on boot up. If I pull the receiver
out and put it back in - no joy. Nothing in dmesg. If I reboot sometimes
that fixes it, sometimes it doesn't.

Other times the symptom is that the mouse is jumpy (recognised, but
jumpy) and again the only remedy is to reboot, which only works
sometimes.

Any pointers on how to debug would be really useful!
