Ah, seems I was slightly misled. As far as I can see, all five (or so) timeout handlers are cleaned up properly, i. e. notify-osd is quiet when there is no bubble and the system is idle.
However, notify-osd needlessly keeps waking up for each X event (mouse, keyboard, screen, etc.), which is what I am debugging now.
