I tried the same steps with gedit, and yes, I was able to reproduce the
issue. With me, there's an empty launcher icon space left after the
pinned Gedit launcher icon as seen in the screenshot.

Notice that there are no visual cues signifying a running window for
either the empty space or the pinned gedit icon. Clicking the gedit icon
opens up another gedit instance, again without any cues. Clicking the
empty space does nothing.
