Tested on Windows XP, Inkscape 10892. The only thing I'd really like to see fixed before committing the patch to the trunk is the docked status of floating windows (sorry I didn't find it before...):
1. Open a floating dialog. 2. Iconify the dialog (it should minimize in the dock of the main window). 3. Restart Inkscape. 4. Open the iconified dialog. The dialog is expected to be reopened as a floating window, but instead it is restored in the dock.
