Not much we can do in apport itself about this. In a normal desktop
session, it's update-notifier which triggers apport-gtk, but this is not
running in ubiquity-only mode. Instead, I think we need to modify
ubiquity's default crash handler to call apport-{gtk,kde} itself if
update-notifier is not running (or it determines that it is running in
ubiquity-only mode, whichever is easier).
