Thanks you for using Ubuntu and reporting a bug. The issue you are seeing is 
not a bug in ufw, but rather a symptom of problems on your system. Eg, in 
DpkgTerminalLog.txt, there are many lines of the form:
Log started: 2012-01-16  05:04:31
dpkg: unrecoverable fatal error, aborting:
 syntax error: unknown user 'clamav' in statoverride file
Log ended: 2012-01-16  05:04:32

Log started: 2012-01-16  05:10:36
dpkg: unrecoverable fatal error, aborting:
 statoverride file contains empty line
Log ended: 2012-01-16  05:10:37
...
dpkg: warning: files list file for package `libxcomposite-dev' missing, 
assuming package has no files currently installed.

dpkg: warning: files list file for package `gnome-power-manager'
missing, assuming package has no files currently installed.

dpkg: warning: files list file for package `python-cherrypy3' missing, assuming 
package has no files currently installed.
...


This suggests there is something wrong with the dpkg database. This might be 
filesystem corruption or something else. I suggest starting by performing:
$ sudo touch /forcefsck

Then rebooting. This will perform a filesystem check. After doing that,
do 'sudo apt-get -f install' to try to recover. If this doesn't fix the
issue for you, I suggest bringing up your question on askubuntu.com.
