After posting this, the problem, which I had been having for days, seems
to have resolved itself.  Possibly as a direct result of having loaded
up the older kernel (though I had gone back and forth between the
kernels before without it fixing the problem), or possibly because I was
able to install these packages once I had a connection using the older
kernel:
