Open "System Settings" than click on "Language Support". Next up click on "Install/Remove languages ..." and install Russian. After you've done that reboot your system, again navigate to "language support" and apply Russian as system-wide language. Than reboot again and you're done. I believe that's it, through I'm not sure, I haven't used anything but English (UK) for god knows how long time ...
