I faced the same issue. launching system-config-printer from terminal does not solve the problem you need to do sudo sustem-config-printer then the missing menu on top of the window appear and let me add the printer
manualling adding the user to lpadmin does not seem natural to me. Should admin users be part of the lpadmin by default ? If it helps, my system is also Ubuntu 11.10.
