I have this same problem. I have attached my '/etc/default/console- setup'. I have noticed I can get caps in the terminals by logging in one using the shift key for caps and then executing 'sudo dpkg-reconfigure --frontend=noninteractive console-setup'. However, caps fails to work on reboot and I have to execute it again. I have this problem on both my desktop (custom made with Asus motherboard and AMD processor) and on my laptop (Lenovo X41 Tablet). I have used other distributions such as Arch linux and it works there by default.
