no, evince-gtk is a xubuntu package. If removing ubuntu-desktop is not desirable that evince-gtk should not be installed. One thing that ubuntu-desktop could do is recommend instead of depend on evince so it can be removed, but I do not know the critertia that are used to decide whether a package is depended upon or just recommended (look at the output of apt-cache show ubuntu-desktop)
