Thanks for taking the time to report this bug. You've marked this as affecting libvirt, but my guess would be that this is either a bug in qemu-kvm or in the kernel's drivers/net/virtio_net.c driver. Kernel driver seems unlikely as it only ever happens on reboot and never on first boot. Unfortunately I don't see any changes in upstream qemu which would explicitly have fixed this.
