This bug also affects me. It's verry annoying when you are with your mouse on a certain monitor and try to open a window and it pops on the monitor. I looked into compiz windows placement plugin and it is set to: Placement Mode: Smart Multi Output Mode: "Use output device with pointer"
An example of this bug would be: you open gedit on monitor 1. go to Edit->Preferences.
