I was wrong here. plplot is still not in Testing, but according to
http://packages.qa.debian.org/p/plplot.html it should finally go in
today.

But gnudatalanguage likely will take a further week due to an upload
with modified packaging on Friday -- for the transition of one of its
other dependencies (HDF5).

I suspect that's the point.

Packages basically propagate to testing if they were in unstable for
10 days without release-critical bugs and if all dependencies are in
testing, too.

The latter is the reason why gnudatalanguage 0.9.2 has not yet
propagated to Testing.
