Actually, we should be able to just go ahead without fam/gamin switch,
as both packages are nowadays in universe. I'll just do a test-build and
final check to confirm.

As the summary says, please import 2.2.13-4.1 from Debian. It no longer
depends on libpanel-applet2-0, so it can now be installed at the same
time as gnome-panel without using --force-breaks.
