I'm able to reproduce this on my system (Thinkpad X201, Dell E2311H,
Ubuntu 11.10). My laptop screen (1280x800) is on the left, my external
monitor (1920x1080) is on the right, top aligned. I'm able to reproduce
this issue with these steps:

1) Boot and log in with the external monitor plugged in.
2) Click on the desktop on the monitor.
3) Click open the menus in the global menu bar (File, Edit, View, etc.) on the 
monitor.
4) Unplug the monitor.
5) Plug the monitor back in after Unity is done "readjusting".
6) Click on the desktop on the monitor, then click open the menus on the 
monitor again.

At this point, when I scroll my mouse left and right across the menu
bar, when the cursor is over a "blank" area (the areas between and
inside the letters) it will open the indicator menus.
