If no device is available for any software (me-tv, kaffeine, xine, myth-tv, etc), your problem is with your device and I sadly can't help you much.
Since a device can't be use by two apps simultaniously, make sure your device is not use at all before launching a DVB apps (no me-tv, kaffeine, xine, myth-tv, etc is running). You can also try "w_scan" (it's a cli apps to scan for channel). If w_scan can't find the device, you definitely have a config problem with your device. You can check if the device is in the system with the command "lspci" (or something like that) then google arround to see if there is a known problem with it and linux. Finally, do you have an other DVB device you can use ? Maybe the one you have is defective ?
