This problem not only occurs when plugging in/out usb-mouses. It also happens when booting.
What works for me if the system is booted with numlock on: 1. choose System->Quit, then Suspend. 2. THEN close the laptop lid. 3. Open it after 5 seconds. 4. Numlock is on but goes off after 1 seconds.
