Possibly worth mentioning...  I subsequently started another instance, which 
did come up and run just fine.  Until I tried to apt-get install something, and 
then I started hanging on:
0% [Connecting to us-east-1.ec2.archive.ubuntu.com (10.210.205.172)]

I ctrl-c cancelled that operation, and then retried, and the install
worked just fine.

So I wonder if perhaps a dead or non-responsive archive might cause
ubuntu instances to not boot all the way?
