Are you using a proxy server of some sort that would affect the
downloading of precise.tar.gz?  You should be able to find that file in
/tmp/update-manager-w6dStv or if its not there in a folder named
similarly if you start the process again.  I'd check the size and md5sum
of the file to ensure it has not been modified.
