ok, I'll say all of this again. the applet that launches under "system settings" to configure "network" does not work properly for Wireless and Manual IPv4 for anyone who is not an administrator.
I want to have Manual wireless IP address on this laptop. Not DHCP. This permissions problem does not occur with Wired connection. The laptop gets an DHCP IPv4 for wired connection. Wireless IP address broke. Wired not broke, as bad. I can configure a Wireless Manual IP address for myself. I log out. and another person logs in. When this other account tries to make the Wireless connection work.. That person must enter the Admin password to get permissions to enable Wireless. Then, wireless only works for DHCP. Not Manual IP Address. What other problem description do you want?
