Thanks for the report. Looks like this is a problem in the cabal library
(provided by ghc) as opposed to the tool itself. So I'm reassigning. I'm
thinking about shipping GHC 7.4 with Precise anyway, so if that happens
then we'll get the fix from there (provides Cabal 1.14.0.0).
