I think that if for some task that may not benefit from multiple selecting may not offer this multiple selection feature, while task that *do* benefit (as inserting pictures or opening multiple documents at once) may have this enabled.
I don't know the especifics of the widget toolkit you're using, but i guess that it has to have a mechanism to enable/disable multiple selection, which may be used for this. Also I know it's not only matter of adding that capability to the file selector and I see this bug not as a trivial task, but it's needed for being more user-friendly.
