The problem is a usability issue. When right clicking on Lxpanel and
going to Panel Settings, then Panel Applets and click on Application
Launch Bar, then Edit, the Application Launch Bar window appears behind
the Panel Preferences window. This behavior is not the expected
behavior. The Application Launch Bar window should appear on top of the
Panel Preferences window because the user wants to edit (because he/she
has clicked on edit) the Application Launch Bar.
