I was unable to reproduce this issue, but during my testing I hit a similar type of issue. I disabled the laptop display from the settings UI due to lp #921313 and a second icon bar appeared on the right side of the screen and caused some odd issues with the mouse sticking there occasionally. To fix the issue I re-enabled the laptop display and then disabled/re-enabled the external display. I set everything up again and disabled the laptop monitor again to see if it would reproduce, but it would not. This time I took a screenshot to show the issue.
