If you can get the admin to install packages for you, you probably don't need to install new anthy. Maybe the first thing to try is recompile scim-anthy against your new local scim and see if that helps. You need to have your admin install the build dependency of scim-anthy, though (with the exception of libscim-dev, which you don't need with the local scim).
